Legality of vegetation suppression indicated by deforestation alerts in federal sustainable protected areas in the Brazilian Amazon

Abstract

The protected areas represent an effort to protect portions of ecosystems. Therefore, any activity in the protected areas that involves the suppression of native vegetation requires authorization. The objective of this work was to relate the legal activities that are the object of ICMBio authorizations to the DETER deforestation alerts, in order to qualify their legality. A survey was conducted in the SEI to classify the licenses and authorizations provided by ICMBio to the units. From the alerts of the DETER system, we characterized the types of environmental damage that occurred in the units, their location, and the coherence of the alerts within licensed areas. 2022, DETER recorded a total of 109,554.45 hectares of areas with alerts for the 16 units. Regarding the consistency between the alerts and the license received by each unit, the RESEX Tapajós-Arapiuns and the Altamira, Jamari, Jacundá, Tapirapé Aquiri and Tapajós FLONAs showed consistency rates above 90%. The Carajás and Purus FLONAs, and the Ituxí, Mapuá, and Verde Para Sempre RESEXs did not record alerts within their licensed areas, inferring that productive activities within them have not yet begun. The qualification of the alerts adds value to environmental management in the Federal Conservation Units, and should also be incorporated into the monitoring programs, such as DETER, favoring the presence of legalized activities and qualifying the debate on deforestation in the Amazon.

Nicola Saverio Holanda Tancredi , Instituto Chico Mendes de Conservação da Biodiversidade/ICMBio, Brasil

He holds a degree in Environmental Engineering from the University of the State of Pará (2004), a master's degree in Geology and Geochemistry from the Federal University of Pará (2007) and a doctorate obtained through the Program for the Development of the Humid Tropics of the Núcleo de Altos Estudos Amazônicos/Universidade Federal do To 2014). He served as Coordinator of Monitoring and Inspection of the National Forest (FLONA) of the Tapajós from December/2008 to January/2010. From February/2010 to February/2019, he headed the Remote Sensing Division of the Amazon Protection System (SIPAM) - Belém Regional Center (CR-BE). Between March/2019 and April/2020 he once again coordinated Environmental Protection at FLONA do Tapajós (ICMBio/FNT). Since May 2020, he has been working in the Regional Management of ICMBio Norte - GR1, working in the Coordination of Protection and Monitoring. In the field of teaching, he was a professor at Instituto Esperança de Ensino Superior in 2007 and 2008, and at Faculdade Metropolitana da Amazônia (FAMAZ) from 2014 to 2017. Member of the Research Group Laboratory of Geotechnologies, Financial and Environmental Education at the University Federal Rural Amazon (LABGEFA/UFRA). He has experience in the area of ​​Geosciences, with emphasis on Geoprocessing, working mainly on the following topics: Monitoring of the Amazon, Hydrogeology, Education and Environmental Management.

 

Quêzia Leandro de Moura Guerreiro, Universidade Federal do Oeste do Pará/UFOPA, Brasil

Doctor and Master in Environmental Sciences by the Graduate Program in Environmental Sciences of the Institute of Geosciences of the Federal University of Pará (UFPA) in partnership with Embrapa and the Museu Paraense Emílio Goeldi (MPEG). Specialist in Forensic Sciences by the University Center of the State of Pará - CESUPA. Bachelor in Environmental Sciences from CESUPA. She was a professor at CESUPA from 2011 to 2014 and at Faculdade Maurício de Nassau (Uninassau), from 2013 to 2014. She was a Scientific Initiation Scholarship holder/CNPq, Industrial Technological Development Scholarship level II and Industrial Technological Development Scholarship level III, acting in the Coordination of Earth Sciences and Ecology (CCTE) of the MPEG. She was coordinator of the Bachelor's Course in Environmental Management at the Federal University of Western Pará-UFOPA in the 2015-2016 biennium. She is currently a professor at the Institute of Water Science and Technology at UFOPA. She has experience in the themes: soil, environmental education, environmental management, management of conservation units, management of natural resources, urban and environmental planning and sustainable tourism management.

Nilton Junior Lopes Rascon, Instituto Chico Mendes de Conservação da Biodiversidade/ICMBio, Brasil

He is currently an Environmental Analyst at the Chico Mendes Institute for Biodiversity Conservation (ICMBio). He holds a degree in Forest Engineering from the Federal Rural University of the Amazon (UFRA). Professional improvement in Georeferencing of Rural Properties by UFRA. Master in Plant Growth Modeling at the Federal University of Viçosa (UFV). She has experience in the area of Forest Management, Geoprocessing and Remote Sensing, and environmental licensing of mining projects in conservation units.
